Sex workers are often talked about as facing high rates of violence, significant exposure to STIs, as well as work-related psychological stress. Yet even as sex workers are called ‘at risk’ by researchers and health professionals, their health needs are unaddressed or unknown in many conventional health care settings. Peer-led health services provider Persist researched sex workers' experiences and with health services, as well as and what sex workers themselves wanted.

They argue the IAC conference is purposefully excluding sex workers from the conference, and boycott the conference because no financial assistance was provided to U.S.-based sex workers.

The Conference was held in La Habana, Cuba, from April 7 - 12, 2003. The first Latin-American conference happened in Rio de Janeiro on 2000. Cuba was chosen because of the low incidence of HIV (lowest in Latin America). Around 39 countries and more than 2000 participants attended the conference. Like always, there was a very low participation of sex workers.

Recent changes to HIV funding in the US (HR 1298)
The US Senate approved a new international HIV/AIDS funding bill for approximately $15 billion on Thursday May 15, 2003 (Senate Resolution HR 1298, United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003). The Senate Bill is almost identical to its predecessor in the US House of Representatives and passed through the Senate unusually quickly, preventing debate about the content of the initiative that will triple HIV funding from the US to projects worldwide.
This report focuses on indoor sex work primarily because, while these sex workers are largely invisible, they face many of the same problems as the more visible street-based prostitutes. The stereotypes of indoor sex workers encompass only extremes of either wealth and glamour or coercion and violence. The true picture reveals a more nuanced reality—the majority of indoor sex workers in this study live surprisingly precarious lives, and encounter a high level of exactly the same problems faced by street-based sex workers, including violence, constant fear of police interference, and a lack of substantive support services. Finding concrete and reality-based solutions to the needs of this invisible, vulnerable, and marginalised community is imperative to helping them create safe and stable lives.
An amendment to H.R. 1298, the United States Leadership Against HIV/AIDs, Tuberculosis, and Malaria Act, seeks to deny U.S. funding to organisations that do not have a policy explicitly opposing prostitution. The amendment, which was offered by representative Chris Smith of New Jersey and passed 24 to 22, reads:

This report examines the impact of law enforcement approaches to street-based sex work in New York City and proposes a series of policy and practice recommendations for reform based on the researchers’ analyses of the data collected. This report also seeks to promote reasoned, fact-based, and informed debate regarding street-based prostitution in New York City. Public discussion of this issue usually occurs in flashy headlines that are meant to titillate rather than to explore the consequences of policy decisions in depth. This is a special effort to give voice to the problems faced by street-based sex workers, using their own words, since this is a voice that is almost always left out of policy debates.

This report about the human rights of sex workers in the United States was submitted under the following process. Human Rights Council resolution 12/27 "The promotion and protection of human rights in the context of the human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS)", requested the Secretary General to prepare "an analytical study based on comments from Governments, United Nations organs, programmes and specialised agencies, particularly the Joint United Nations Programmes on HIV/AIDS and its co-sponsor agencies, in cooperation with relevant bodies of the United Nations system, including the Office of the High Commissioner and international and non-governmental organisation, on the steps taken to promote and implement programmes to address HIV/AIDS-related human rights".

The principles of Ownership, Control, Access and Possession (OCAP) enable self-determination over all research concerning First Nations. It offers a way for First Nations to make decisions regarding what research will be done, for what purpose information or data will be used, where the information will be physically stored and who will have access.
