Gay Men, Transgender People and Sex Workers Outraged Over Failed Political Declaration From the United Nations High-Level Meeting on Ending AIDS

The Global Network of Sex Work Projects, The Global Network of Trans Women and HIV (IRGT), Global Action for Trans Equality (GATE),  and MSMGF (The Global Forum on MSM & HIV) together with the Global Platform to Fast-Track the HIV and Human Rights Responses Among Gay and Bisexual Men and Other Men Who Have Sex with Men (The Platform) are deeply disappointed by the adoption of a flawed Political Declaration today at the United Nations High-Level Meeting on Ending AIDS (HLM).  The Political Declaration inexcusably fails to meaningfully address the HIV epidemic among key populations, including gay and bisexual men and other men who have sex with men, sex workers, people who use drugs, and transgender people.

Gay men and sex workers worldwide express anger over attempts by governments to erase key populations from the 2016 UN Political Declaration on HIV and AIDS.

On May 27th, new draft language was released for the 2016 Political Declaration on HIV and AIDS, which is scheduled to be finalized in New York City next week (Wednesday, June 8 to Friday, June 10) at the United Nations. The Global Network of Sex Work Projects and MSMGF (The Global Forum on MSM & HIV) together with the Global Platform to Fast-Track the HIV and Human Rights Responses Among Gay and Bisexual Men and Other Men Who Have Sex with Men (The Platform) are deeply concerned with numerous changes made in the new draft, which erase key populations from the global HIV response.  As the final political declaration will be issued during next week’s United Nations High-level Meeting on HIV and AIDS, we urge our partners to take bold and fast actions now to influence decisions made by UN delegation members.

This is a Community Guide to the HIV and STI Testing and Treatment Policies briefing paper. It focuses on sex workers' experiences of HIV and STI testing and treatment programmes around the world.

This briefing paper explores sex workers' experiences of HIV and STI testing and treatment programmes from a global perspective. Sex workers are rarely included in the development and implementation of programming. Programming that does exist often violates the rights of sex workers. Through case studies and interviews, this briefing paper demonstrates there is a need for greater investment in appropriate, high-quality, rights-based services, and research led by sex workers in order to meet the specific needs of this population.

This is a Community Guide to the Stigma and Discrimination Experienced by Sex Workers Living with HIV briefing paper. It looks at the different types of stigma and discrimination experienced by sex workers living with HIV globally. This community guide provides recommendations for policies and practices which respect their  human rights. It uses case studies that highlight the experiences of sex  workers living with HIV and the efforts required to meet their needs, and advocate for their rights.

Sex workers living with HIV are at increased risk of violence, criminalisation and vulnerability to other infections. This briefing paper provides recommendations for policies and practices which respect their  human rights. It uses case studies that highlight the experiences of sex workers living with HIV and the efforts required to meet their needs, and advocate for their rights. A Community Guide is also available.

PEPFAR released their Country Operational Plan (COP) Guidance for 2016 today in commemoration of World AIDS Day. NSWP is disappointed the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) will continue forcing donor recipients to sign the ‘anti-prostitution loyalty oath’.

NSWP will continue to oppose PEPFAR’s ‘anti-prostitution loyalty oath’ as it is detrimental to the health and wellbeing of sex workers globally. It also undermines the minimum standards of programming implementation and development outlined in the SWIT for low, middle, and high-income countries.

Prior to the 2010 International AIDS Conference, the Smart Person's Guide to HIV and Sex Work was released in order to clarify current policy and action items relating to HIV and the role of sex worker organisations in responding to this global epidemic.

The Smart Sex Worker’s Guide to SWIT provides a short summary of the key points in Sex Worker Implemetation Tool (SWIT). The Sex Worker Implementation Tool (SWIT) offers practical guidance on effective HIV and STI programming for sex workers. It provides evidence for the necessity of decriminalisation of sex work, the involvement of sex workers in developing policy, and the empowerment and self-determination of sex work communities as a fundamental part of the fight against HIV. This resource is based on the WHO, UNFPA, UNAIDS and NSWP 2012 recommendations on HIV and Sex Work. The guide can be used by sex workers and sex worker organisations who are designing or running programmes for sex workers. It may also be useful as an advocacy tool when advocating for rights-based services.

One of the initial advocacy priorities identified by NSWP+ (a platform for positive sex workers and others committed to equal rights for sex workers living with HIV) was treatment access and joining the campaign against trade related restrictions and patents used by large pharmaceutical companies to make huge profits from essential medicines. Sex workers identified the need for accessible information on the trade frameworks that impact upon access to medicines for people living with HIV.

The role of this report is to highlight the contribution of four sex worker-led organisations in developing and advancing an evidence-based and comprehensive response to HIV:
  • Tais Plus from Kyrgyzstan,
  • STAR STAR from Macedonia,
  • Rose Alliance from Sweden, and
  • Silver Rose from the Russian Federation.
